Art Flows From Civilization | Perception Matters

What are the prerequisites for art to exist & be appreciated?

I saw a BBC clip of a Wiman showing some Afghans Marcel Duchamp’s “The Fountain” encase why not when you’ve got trillions of dollars to spend. Possible cultural colonialism aside it led me to thinking about the about what sort of societies create & understand different kinds of art.
