Ex-NATO chief says Russia 'deterred' by U.S. troops

A former NATO Supreme Allied Commander for Europe told Reuters on Wednesday that the recent troop deployments announced by the United States to bolster Eastern European allies as Russia master troops around Ukraine, are likely having an effective deterrent effect.
