Incest is bad due to birth, why is Male homosexuality allowed since Anal Sex has high risk of AIDS

Obviously one cant stop two people who are into each other. So i guess love for another person is just normal. But why legalize something that can have can affect peoples health? Thats my issue. Feel free to discuss
