How can COP26, UNFCCC and WEF recklessly gamble on NetZero when GMST is decreasing?

Despite the the latest NOAA data COP26 will unveil visions of a global net zero future. This is a reckless gamble based on an unproven hypothesis that increased atmospheric concentration of carbon dioxide will necessarily cause the global temperature to increase.
