An Agreement between Moderna and the USA Govt in 2015 making the Govt a shareholder in vaccines

If this isn't the biggest conflict of interest I don't know what is. The US Government has shares in Moderna's vaccines and they are MANDATING that vaccine. Heads must roll. And what agreement does the Govt have with other so-called vaccine manufacturers? MANDATES ARE ILLEGAL ESPECIALLY WHEN YOU OWN IT
