They're NOT the same!

Scholarships tend to be from "outside sources."

By comparison, most of the time, vouchers are a result of reapportioning tax money.

Scholarships are usually given as a result of merit on the part of the student.

Vouchers--on the other hand--are an attempt to deal with FAILING educational institutions.
