"More work needs to be done on Low Income Rate Assistance programs at the federal and state level. Los Angeles County's necessary household expenses increased 25% from 2015 - 2019, well above the increase in median household income (11%) and inflation. There remains great disparity in how much residents pay for water across systems; monthly rates for 12 CCF1 of water range from $26 to $134 per month."
