New York State Supreme Court Judge Rademacher ruled that all mask orders are not Constitutional and need to be ended everywhere effective immediately.

This ruling applies to the entire state, including all schools.

A stay does not apply because no law was ever passed. If a stay were implemented, that would mean no masks could be worn until the decision was finalized.

The only place this can be appealed to is the Supreme Court of the United States. If a stay is put in place, it means that masks will stay off until it is heard by the Supreme Court.

If the Supreme Court decides to not hear this case, then this ruling will apply to everyone in perpetuity.
