Youtube Creator Demographics Survey Illegal?

OBVIOUSLY if your demographics lead to being included in creator celebrations, workshops, fundraisers and change the algorithm then it will change your channel performance. So then, isn't this a violation of the Civil Rights Act of 1964? Is it privileging non-Amermican content creators while disadvantaging Americans who aren't minorities? Please share this with anyone who knows how to do FOIA Requests and would be interested in taking Youtube to court. They are criminals.
