The state of this building and how it's run is breaching the tenant's rights to safety and security, as well as creating health hazards and other problems. The garbage stacked up at the bottom of the back stairs draws in mice from the cold outdoors and they end up finding their way into those rooms where tenants have had to buy their own electric heaters. The garbage bags are often left open and untied on each floor, drawing them up into the building. I get the feeling they're doing this on purpose.
