SPT Cathy Q. Moore explains to viewers and Wake County School Board politicians the dangers of saying words like, "enrollment decreases," and how this term(versus ADM) impacts funding coming from NC lawmakers.

We cannot continue to throw money at schools which families reject. If the school system loses customers, naturally, they should lose dollars for the children they no longer serve. Instead, they are "held harmless" and rewarded even when they no longer serve children who have left the system for other k-12 options.
