Section 3 Criminal Law Act 1967. Gives any man or woman the authority to prevent crime. They also have the ability to use force as is reasonable necessary and proportionate in order to prevent that crime from happening.

We do not have the power of citizens arrest if police are in attendance? That is correct. However if the police fail to do their job and carry out their lawful duty, we remove that consent from them because they are failing in their office of constable and we have a right under section 24A of the police and criminal evidence act of 1984 to carry out a citizens arrest to prevent crime and detain those individuals.

The police must do their job. No Loss – No Harm – No Injury
