Here’s a little history so you can understand what’s happening. In Psalm 23 the Bible says, thy rod and they staff they comfort me. The shepherd's rod was a symbol of love and belonging. The stick was used to rescue as well as discipline. That stick could pull you out of a crack or give you a sharp bop on the bum. When the staff is used to discipline it's called a rod, when it's used for rescue it's called a staff, but it's the same stick.
At the time of Solomon, when he died, the Kingdom of Israel was broken into two parts: the 10 northern tribes separated from the two southern tribes because of a dispute over who would be their King. Solomon's son, Rehoboam, became ruler over the two tribes; and Jeroboam, Solomon’s chief of staff, became ruler over to ten tribes. So there's this division between the two nations; and the two nations fight with each other in a prolonged civil war.
