After watching the sixth seal take place in Revelation 6:17, John continues with Revelation 7:1, “Then I saw four angels standing at the four corners of the earth, holding back the four winds...” John did not make this division, it was inserted, so he is just continuing without interruption as far as he's concerned.

In John's day, he thought the earth was flat and the four corners represented: north, south, east, and west; and these angels are holding back the four winds. Continuing with John’s writing “...so they did not blow on the earth or the sea, or even on any tree. And I saw another angel coming up from the east, carrying the seal of the living God. And he shouted to those four angels, who had been given power to harm land and sea, “Wait! Don’t harm the land or the sea or the trees until we have placed the seal of God on the foreheads of his servants.”

We’ll talk about the seal and the sealing later on, but for now, he called out in a loud voice to the four angels who had been given power to harm the land and the sea. These four angels HAD been given power—that's past perfect tense. Past perfect tense means they had been given power earlier: to hurt, or to harm, the land and the sea and the trees.

This is not talking about natural calamities; this is not talking about random calamities; this is talking about God's judgments and the harm these judgments are going to create. These four angels have been given power to hurt the earth. Just four angels! And when you see with your own eyes the amount of harm they can cause—whoa! The devastation demonstrated by these four angels will be amazing!
