Does a Nonresident Get a Form 1099-NEC?

If a U.S. business makes a payment to an independent contractor that exceeds $600 during the year, the business generally must file a Form 1099-NEC with the IRS and provide a copy to the contractor.

This rule, however, generally only applies to payments made to U.S. tax residents.

So what are the rules if a payment is made to a contractor that lives and works outside of the U.S.?
