The song tells the story of a guy who proposes to his girlfriend, but she declines. The lady sadly confesses that, despite her best efforts, she is just not in love with her partner ("You can lead a heart to love, but you can't make it fall"), in a play on the aphorism "You can lead a horse to water, but you can't make him drink."
