NC McDowell County Commissioner Joins MSJN to Talk About the NC Heartbeat Resolution. North Carolina citizens have the opportunity to save 70 lives every day. McDowell County Commissioners signed the Resolution on November 8th to start the process. Commissioner Chris Allison encourages NC citizens to contact their state representatives, senators, and the governor and voice their support of the Resolution. If North Carolina citizens and governing authorities are successful, NC will be the 15th state to protect babies as soon as a heartbeat is detected.
