Is It "Love" Like The Stockholm Syndrome?

The "perceived act of kindness", is one of the necessary parameters for the Stockholm Syndrome. It's similar to the "love-bombing" that an abuser uses to seduce a victim. This is not limited to romantic love. When the government says "because we care", "your health matters" and "to keep you safe", this can also be interpreted as an act of kindness. The temporary absence of abuse is another part of this phase of conditioning, when the target relaxes their guard during moments of calmness. The same is true after a government pushes the lockdowns and restrictions a little too hard and people start to get restless. So the officials loosen up, authorizing more movement and freedoms again. Then as people start to forget what's happening, the officials once again tighten their control grip, taking more each time the cycle repeats. This is the intermittent reinforcement of the abuse cycle that causes Cognitive Dissonance and confusion in the target.
