City of Onalaska Election Official Appointments with Discussion

During the Common Council meeting for December 14, 2021, the City of Onalaska appointed their slate of nominees to be election officials for the upcoming election cycle. Note that the Republicans lawfully submitted a list of officials but Democrats did not. Further note how the clerk intends to treat 'unaffiliated' officials (having no party affiliation) as if they are Democrats. Is this legal? Since Republicans lawfully submitted their list doesn't the law stipulate that list should first be exhausted before using 'unaffiliated' members?
