This verse does not mean precisely what Christians may interpret it. It is a Moses book, giving the Law for Jews to follow. Moses has given instructions as to how land is to be allotted and how priests are to be fed when they haven't their own land. In this verse, he lays down the law regarding prophets, and also, later describes what to do with false prophets.
