Are Victoria Police Acting As 'Debt Collectors' For A Private Company?

It appears despite this being a civil and non criminal dispute between a man and a corporation, Victoria Police are being used as 'debt collectors' for Eastlink. Eastlink is a PRIVATE CORPORATION. Yet a man or woman is presumed innocent until found guilty in a court of law.
