Louisiana Department of Health is INCAPABLE of Defining a COVID "CASE"

In 2020 they said "2 weeks to flatten the curve". Then they said we had to go back in because "COVID CASES ARE UP" BUT... exactly WHAT constitutes a covid "CASE"??? Surprisingly, The LDH can not answer that question and not even afterwards when I put it in writing and asked them for a response like I was told to do did they ever get back to me. NO ONE exists that can or will answer to the public, yet our government is PEOPLE oriented. not GLOBAL AGENCY oriented
