Atari XEGS OS Programming Problem

Was given an Atari XEGS to repair which had a corrupted OS chip. I pulled the faulty IC out, put in a proper socket and installed a 27C256 Eeprom with the XEGS ROM which I programmed. This is what problem I am encountering. Shall I use a one time programmable 27C256 instead?......Help!
