There is absolutely a path to ban vaccine mandates immediately, through the House calendar in regular order. But what was announced was that we were going to go into “special order” through a Rules Committee resolution to make sure redistricting could get through the House ahead of anything else. This process is almost never used so it was pretty confusing and we all had to go off our best understanding of the information we had.
The concern that I and many of my conservative colleagues expressed is that in practical terms this resolution could make it dramatically more difficult to get anything addressed with vaccine mandates especially due to the limited time we are scheduled to be in session. The resolution was not made available until moments before we voted on it, without most of us having seen it at the time of the vote, adding to the concern. We felt we had no choice but to vote against this Rules Committee special order resolution. Unfortunately we lost that vote 99-14.

From Rep. Anne Thayer:
I voted to set redistricting for Special Order. HOWEVER, I stood up in Caucus in front of everyone & ensured if we did that, we could still take a vote concerning vaccine mandates. The answer was Yes. I will be just as angry as you if we were lied to by our majority leader.
