TKR#15 Washington's Bio-Labs in Ukraine - prevention or mindless aggression?

Friends we live in insane times where even after the Cold War bioweapons are being developed in Laboratories all across modern Ukraine or at least according to our expert, who has a doctorate in biotechnology - Igor Lukyanov. The Department of Defense claims that supporting this network is used for prevention but our guest says otherwise. Regardless of who is right this is quite a strange undertaking.
