Is carrying a 1911 cocked and locked safe

Carrying a 1911 cocked and locked is very safe because of the way the pistol is designed. There are multiple safeties on the firearm that ensure there can't be an accidental discharge in the event the firearm was dropped.

Even if the manual safety is disengaged on a 1911 pistol there is still the grip safety and the trigger that will keep the firing pin from going forward. Series 80 1911's have an additional firing pin block as well.
