Michael Shellenberger explains why the strategies of increasing housing, lowering rent, and even combating poverty won't solve the problem of homelessness, which he describes as a "propaganda word." Shellenberger says the real issue is drug addiction and untreated mental illness, and says that the progressive ideology of victimizing the homeless does not empower these people to take responsibility for themselves, which ultimately is necessary for them to get out of their situation.
