The Taliban's Afghanistand is still in the SCO, what does this mean?

The new Afghanistan that we are getting used to is still part of the Shanghai Cooperation Organization meaning it is to an extent allies of Russia and China. How will this affect the nation and can a radically Islamic state function in that massive military and economic organization?
