Taking another look at Rep. Simpson's plan to breach the dams for the salmon

Back in February, Congressman Mike Simpson announced his $33.5 billion plan to breach four dams on the lower Snake River by the years 2030 and 2031, the unique aspect of this plan took into account the value of the dams to people who rely on the dams.
