Jefferson County Prosecuting Attorney Julie St. Marie Was Moses Evidence or Not?

Part of Video and Article Series Asking the Question, and gathering Evidence for Future Citizen, 3rd Party Complaints, Was Michael Allmain's Dog Moses Evidence, if so when did Moses become Evidence. Was the Rules of Evidence Followed per Jefferson County Criminal Law / Code Procedure?
Jefferson County Washington Prosecuting Attorney Julian Elizabeth St. Marie. Moses is Evidence. Weeks Later Moses is NOT Evidence and Has No Evidentiary Value

Why on March 12, 2021 did Melissa Pleimann, Deputy Prosecuting Attorney states on the record that Moses is Not Evidence and Judge Mindy Walker Replied, as per my own witness, video transcript on that coming soon, SAID YES Moses is Evidence.

Then on 3-26 Prosecuting Office, Julie St. Marie, Says Moses Ruled as Evidence, then when Attorney Nat Jacobs is trying to save a man's life and do the right thing asks for the return of Moses, and to send a Vet to Moses, and asks the court to Preserve the Evidence, another words DO NOT KILL, Adopt or NUETER Moses, Michael Allmain's Personal Property. Then Prosecuting Attorney Julian Elizabeth St. Marie Says Moses has No Evidentiary Value and is NOT Evidence, yet this alleged 3rd party (NOT) as she calls it, CVAR still has Moses, So Why? On what legal grounds?
