Afghanistan-Taliban: failed state such as Iraq and Libya or not?

The Taliban had taken over their country after fighting the US and its coalition for 20 years. After the US announced that they will be pulling out their troops, the Taliban started their advances, and quickly, without any serious resistance, they took the country. Will Afghanistan become a failed state, such, as Iraq or Libya? Do you agree with the US decisions to pull out?
