This is untrue. The experimentation-phase of their development was ENDED by executive fiat, in order to facilitate their Emergency Use Authorization, and to prevent them from expressly violating the Nuremburg Code. The experimentation-phase had not CONCLUDED, having rendered conclusive results. It was simply terminated for bureaucratic reasons, to grease the wheels for its mass implementation.
