I respect the rights of these travelers. They are NOT required by law to answer any of my questions if I ask them any.

Refusal to answer or lack of cooperation does not equate to reasonable suspicion of any wrong doing since it is your right to not answer or cooperate.

However Border Patrol Agents have the right to stop you briefly and even request that you move to secondary.

No, they cannot keep you detained until you cooperate. That is illegal.

If you don't cooperate and they have no probable cause to arrest or keep you detained they must release you. They cannot force you to give your fingerprints if you refuse to cooperate without probable cause.

All they can do is walk the K9 around the car if they have one. If the dog alerts yes they now have probable cause to pull you out and search your car.

They can look through your windows into your car. You do not have to roll them down.

They can run your license plates.

All this must be done within a short amount of time.
