Norm Macdonald, the acerbic, some times controversial comedian familiar to millions as the "Weekend Update" anchor on "Saturday Night Live" from 1994 to 1998, died on Tuesday in Los Angeles.

    I think Norm is referring to the execution of a mentally incapacitated murderer in Arkansas while Clinton was a candidate in the Democratic primaries (1992). Clinton returned to Arkansas to oversee the execution for political purposes. Perhaps that is what Norm is referring to.
