President John F Kennedy predicted the future of warfare as occurring “below the threshold of overt declared conflict” necessitated by nuclear proliferation and the threat of mutually assured destruction. In preparation for this new generation of covert irregular warfare JFK set in motion a plan to deconstruct the CIA and transfer all of their Special Operations capability to the Dept of Defense directly under Presidential control. President Kennedy’s assassination prevented its implementation.
