“No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.” ~ Article I, Section 9, Clause 7, The US Constitution

By Catherine Austin Fitts

This week on the Solari Report, Dr. Mark Skidmore, Morris Chair of State and Local Government and Policy at Michigan State University, joins me to discuss his recent report on the $19 trillion in undocumentable adjustments at the Department of Defense (DOD) and the Department of Housing and Urban Development (HUD) between 1998 and 2015. I have been using the number $18 trillion. However, Dr. Skidmore and his team have identified another $1 trillion which we will be adding to the documentation that he and his students have reviewed and provided. See DOD and HUD Missing Money: Supporting Documentation.

This is an issue of great important to you and your family. Many of our problems are related to the fact that the federal government and the private corporations and banks that run its operations can access trillions in secret outside of the Appropriations Clause of Article I of the Constitution and the financial management laws. This is a near infinite amount of money that finances whatever the people who can access the money want. Forget democracy, forget the republic, the policies are set by the people who control the resources and the assets and technology it finances. Ever notice that Congress consistently votes against the wishes of the American people and their constituents? Their votes are following the money.
