Lousy Neighbor Covers Common Area with Thumbtacks

Info from Licensor: "A neighbor of mine hates dogs so he booby trapped a common area of the apartment complex with thumb tacks hidden underneath pine straw. The area is property of the apartment complex (doesn't belong to him) and is a high traffic area. It's on a main sidewalk that connects the building to the pool, dog park, and parking lot. The area is also only a few feet away from the pool entrance where children frequently run around barefoot. I filmed the area covered in thumb tacks and reported it to property management but was told that unless I have video of him actually placing the tacks on the ground then there's nothing they can do about it. Also, about 20 other residents and I spent about 5 hours picking up the tacks along the sidewalk near his porch. We ended up finding 500 tacks."
