Is the QLD Government hiring security firms to harrass people about masks?

Incident happened last week in a Queensland Woolworths supermarket.
After contacting head office and the store manager, they claim they did not hire this person or this firm (Wilson Security). The man broke the law harrassing customers about masks.
Who hired him? Was it the government? A pharma company? Who supplied his masks, were they contaminated with unknown substances like the masks people have examined & found apparent nano-tech?
