San Fran has LEGALIZED THEFT

What in the actual F is going on here? San Fran has defunded their police and are allowing criminals to legally commit crime. They have set the thieving bar at $1000 or less. So basically, feel free to go into any place of business and steal, but keep it under the $1000 mark!??? HUH!??!
