Limping goose gives happy tail wiggle when it reaches the water

Goose seems to have a problem with a tracking band crimped on its leg. I’m trying to contact Maryland DNR and wildlife rescue professionals to see if they can help this poor guy. If you’re near Westminster, Maryland and can help please leave a comment.
