When the rotor spins in complete circles there are very few waves and very little Stick Slip Effect.
The previous attempt to make the rotor swing halfway around in one direction then halfway around in the other direction should in fact be working but the repeated changing of direction of the rotor causes a lot of waves and Stick Slip Effect which hides the genuine linear motion of the magnetic propulsion from rotating magnets through Earth's magnetic field.
Remember that the power of the magnet is:
1 over distance cubed
for attraction or repulsion but is a factor of 3 stronger at:
1 over distance
for the torque or compass power.
