At San Francisco's tourist trap, Fisherman's Wharf / Pier 39, illegal vendors set up shop across from legal businesses taking away revenue from them as they recover from the pandemic.

Selling cheap Chinese knock-off goods as well as bongs and shots of liquor for $5. No ID required.
