Michigan Dominion Machine connected to Germany and Taiwan, China Cellgo modem and Dominion

In a report filed by James Thomas Pemrose the fourth entitled "Preliminary assessment of wireless communications technology for Michigan elections" dated April 9th, 2021. It was revealed that a Dominion ICX Imagecast voting machine in Michigan used for touchscreen voting was connected to two different overseas IP addresses. One was located in Taiwan and the other was in Nuremburg Germany. Why was a Dominion Image Cast machine in Michigan communicating with two overseas IP addresses? Chinese Cellgo modems were used in some Dominion Machines. Video shows proof of cellular modems in Florida's Broward County voting machines in 2018. Why are cellular modems being used in some voting machines and can they be hacked or compromised by an outside hacker?
