That's fine and good. Just don't assume you're going to have things like emergency services without providing them yourself, or having an agreement with some other entity.

The young man with special needs who died either inside, or just outside the CHOP, is an EXCELLENT example of this.

Of course it was TRAGIC that he died. That said, it's not SURPRISING. The CHOP HAD no emergency services to speak of.

Should Seattle have disbanded the CHOP due to safety concerns? Not for me to say.

Is it reasonable for the family of the young man to sue various Seattle government entities? Hard to determine, but probably so.
