Another multiple UNLAWFUL punishments from officials

Officers approached peaceful protestors (who were within the 5-person gathering limit) and issued between 1 to 6 separate (fines) tickets and/or other punishment(s) PER PERSON! Two officers crossed the street to look for more people possibly to punish for not being shacked up in their homes (aka not following the stay-at-home order). Can someone remind me why the Palestine movement and black lives matters movements can be at city hall in any format (including violence) without receiving ANY punishment, yet peaceful protestors following social distancing rules cant do their thing without punishment?
