Guy Stops on I-95 for a Quick Bathroom Break

Info from Licensor: Driving northbound on I-95 in Maryland, north of Baltimore, in the middle of afternoon commuter traffic, when there was a guy peeing on the shoulder. It was especially surprising because there are gas stations and fast-food restaurants with public restrooms at every exit along the way, which are about every 2-5 minutes.
