Why the rich red farming soil of Redlands gets dumped

Not all areas have fantastic soil for growing crops, but Redlands (south of Brisbane) is famous for it. Yet this same soil gets dumped straight into landfill, like toxic waste, when there is nothing wrong with it. Why? Queensland government environmental laws and associated bureaucracy, of course.
