Two neighbors breeding & selling cats. Abuse

Got one neighbor who breeds cats and dogs, abusing them along the way if unsold. Lets then wander and starve and breed. His whole yard is littered in dead kittens. He uses Facebook Marketplace. There is no humane society, local court has fined him four times, ordered him to remove animals. He even does it to HORSES too. "Animals Federated" won't touch it, and their local agent for northern MN is a useless former DOC guy.
