Should I File The DS-260 in the United States after Winning in the Green Card Lottery (DV Lottery)?

The vast majority of people who are selected for the Diversity Visa aren't in the United States, and will apply for a green card through the U.S. consulate in their home country. But If somebody already live in the US with a visa (e.g. the E2 investors visa or working visa) you usually don't want to leave your business or job to return and wait for almost 1 year. So can you also file the DS-260 (or similar) in the US? What form will you need and what will be the differences?
