CBOR-QV: The Qualified Voters Amendment
The Framers of the Constitution clearly believed that sufficient age and years of citizenship were minimum prerequisites to hold federal office. But the Constitution is strangely silent on establishing similar prerequisites for voters. Perhaps the Framers thought those criteria went without saying, believing the states would never forsake such obvious wisdom -- if so, they thought wrongly, and it's up to the Cultural Bill of Rights to speak the wisdom they left unspoken.
